•The U.S. is telling the United Nations that it now considers a ban against torture to apply to prisoners held by the U.S. overseas.Under the Bush administration, the U.S. interpreted the U.N. Convention Against Torture to apply only within U.S. borders. The White House says the U.S. will tell the U.N. this week that it interprets the ban as applying anywhere under U.S. government control, including Guantanamo Bay. [WASHINGTON POST]
WORLD NEWS
• Five major banks, including UBS, HSBC, Royal Bank of Scotland, Citigroup and JP Morgan have been fined a combined $3.4 billion for failing to stop their traders from trying to manipulate the foreign exchange (forex) market reports reuters. The banks earned a 30 percent discount for settling early. Bank of England fired its chief currency dealer, Switzerland’s UBS is paying the biggest penalty at $661 million. [REUTERS]

• The latest College Football Playoff Top 25, has a few shakeups. Oregon jumped from No. 4 to No. 2, Mississippi State remained No. 1, and TCU moved from No. 6 to No. 4.
